The proposal for the country's 13th Five-year plan shows that the Communist Party of China's (CPC) is committed to completing the building of "a moderately prosperous society in all respects" as scheduled.
General secretary of the Communist Party of China (CPC) Central Committee Xi Jinping, who is also in charge of the group drafting the CPC Central Committee's "Proposal on Formulating the Thirteenth Five-year Plan (2016-2020)," explained the proposal at the Fifth Plenary Session of the 18th CPC Central Committee, which ended Oct. 29. The explanation was released on Tuesday.
Xi said that the proposal would clarify major goals for the 13th five-year plan period, and propose strategies, projects and measures to address unresolved problems, so that China will achieve its goal of building a moderately prosperous society in all respects as scheduled.
Over the past nine months, the group has heard and fully considered opinions and suggestions from all sides, said Xi.
The group received suggestions including conducting deeper analysis of the opportunities and challenges China will face during the next five-year period; setting clear goals for employment, education, social insurance, housing and medical treatment; striving to achieve technological breakthroughs; setting targets for improving people's health and environment; attaching importance to the opening-up of central and western China; and promoting social equality and poverty alleviation.
In drafting the document, the group considered the domestic situation and international context to make the proposals strategic and feasible, he said.
The CPC Central Committee's "Proposal on Formulating the Thirteenth Five-year Plan (2016-2020) on National Economic and Social Development" was released in full on Tuesday, too.
